A silver ruler, perfect !!!

A splendid heavy solid silver ruler made in 1991, 73.2 grams, inscribed 1975, 1995, 29 June, with hallmarks, makers mark RC, 6 inches/15 centimetres, some scratches commensurate with use. We are having a problem identifying the right maker for the mark, the best known RC being Richard Crossley who made silver in the late 18th and early 19th century.
