A Horse. Overweight, possibly?!

Chinese filled gilt bronze Chi Lin, 16.5cm long
This Chi Lin is more horse than dragon, slightly embarrassed perhaps by the added charm of elements of the Thelwell pony. Probably 20th century, it is a delightful and highly decorative piece.

The Chi Lin is a mythical animal that symbolizes wisdom, prosperity, good luck, and longevity. It is also called the Dragon horse or the Chinese unicorn. It embodies all the five elements but is most often connected with fire. The Chi Lin is said to be virtuous, kind, light and swift, never even touching its hoofs down on the earth so as to not inadvertently kill an insect. The solitary Chi Lin is said to materialize as a positive omen when a great ruler or wise sage appears. The Chi Lin is also thought to carry with it the writings of great wisdoms. As in Western mythology this Eastern unicorn is a symbol of grace, purification, and even the ability to cure poison.
